Percentage Permissible Variance

ApproxEqPerc Tests whether Value 2 is within a specified percentage variance of Value 1. Only two return values; 1 = True, 0 = False Integer

No separate error values. Any error (e.g. posting a non-numeric value in one of the function's arguments) will generate a return value of 0 or False.
